In 2005, Governor Rell stated on closing CJTS:
“Incarceration of juveniles is meaningless without a clear focus on education, treatment and rehabilitation. We must have the courage to do what is right for these students, acknowledge that change is necessary and effect that change,” Governor Rell said. “The cost of failing to provide meaningful change in these lives is far too high – too high in terms of dollars, wasted lives and defeated dreams.”
On February 10, 2008 the Courant reported:
“Nearly three years after pledging to close the troubled Connecticut Juvenile Training School for boys in Middletown, Gov. M. Jodi Rell is not only keeping the high-security facility open, but is more than doubling the number of children there.
Rell has included $8 million in her proposed mid-term budget to expand the school’s programs to handle an additional 120 children.”

Just before the end of the school year, Reel News was contacted by workers at Cross High School about the worsening conditions in the cafeteria but were unable to investigate at the time.
